when you are REQUIRED to stay at a shelter or official campsite it makes sense to periodically check the REQUIRED sites for obvious hazards. an inexperienced hiker may reasonably expect that no obvious hazards exist when staying a sanctioned REQUIRED site.
now that dispersed camping is legal for the time being perhaps the state will figure out that allowing people to camp where they want isn't such a bad idea after all.2,000 miler -

I am sorry that someone lost their llife there, but I am glad the shelters are closed as i'll be hiking thru MD in a few weeks and I was almost dreading having to stay in them."Dazed and Confused"

The main reason that sections of trail here remain closed for a long time after a bushfire is that rangers have to assess fire damaged trees for potential widow makers. About 5 years ago a woman died from a falling limb at a Parks campsite (not hiking) and the Parks Dept were deemed to have failed their "duty of care" to some extent. Since then they have been understandably cautious.Resident Australian, proving being a grumpy old man is not just an American trait.

you can still camp. i've never stayed in a shelter in maryland. there are no rangers patrolling
