In many water districts, this is the case.
Once I caught a neighbor late one night irrigating his perpetually green lawn from one of my water spigots. After a short discussion, neighbourly relations abruptly declined.

Septic systems are a huge racket here in MA. Cost $15K to have a new one put in, back in 1994. (Thank, god, the cost was borne by the sellers of the house, not us.) And then $1200 a year just for quarterly "inspections." Very glad to be on town water and sewer nowadays.

I'm just amazed that a thread that started about the health benefits of walking has turned into a discussion of sewage systems.
