As a thru hiker OJ will unquestionably be given preferential treatment, as he should be. Local, state and federal law encodes this favoritism, depending on the location, but most notably OJ can camp where others can not. Also the trail magic will be for OJ, others may glom some, but if there were no thru hiking OJ there would be no such trail magic. OJ will be doing something wonderful, something few people dare to do, but so needed in society - to leave it for a long time to pursue his dreams.
Weekenders are more of the vacationing problem, OJ will be experiencing life, not escaping it.
As for the shelters, the OJ will get the nod and people who violate this will be looked down upon if they take it with a self righteous attitude. It's unofficial, but karmically correct, a show of respect.

why is it that everyone who wants to hide or escape picks the AT
There are trails that are much more isolated than the AT where they could go without ever being found.
Denali National Park would be a great place. Get off the park bus anyplace you like and hike off into the wilderness. -
