USPS is saddled with a requirement that ought to be universal but isn't. (Funding future pensions.) That's deliberately designed to undermine USPS in the face of private competitors (UPS, FedEx, etc.)
USPS also happens to fill a constitutionally-mandated role of the US government.
This is typical republican governance: weaken or undermine it to the point where it can't work, and then proclaim that the government just can't do anything right. Except of course for our military, in which case we can never spend enough. -
